Guizhou Redstar Co., Ltd. Launches New 6,000-ton/year High-Purity Barium Carbonate Project
Second Public Announcement on Environmental Impact Assessment
To meet The market Demand, Guizhou Redstar Co., Ltd. Proposed Investment: 5,030.45 Ten thousand yuan in Construction of a 6,000-ton-per-year high-purity barium carbonate project within the existing plant area According to the relevant provisions of the "Environmental Protection Law of the People's Republic of China" and the "Measures for Public Participation in Environmental Impact Assessments," in the document " Guizhou Redstar Co., Ltd. Launches New 6,000-ton/year High-Purity Barium Carbonate Project After the completion of the "Environmental Impact Report (Draft for Public Comment)," a second public announcement will be made to widely gauge the public's stance on this project, as well as gather environmental concerns and suggestions, while also inviting public oversight. , the public notice is as follows:
I. Brief Overview of the Construction Project
Project construction scale: Using the ordinary barium carbonate produced by the plant's existing barium carbonate facility as raw material, the plant will annually produce high-purity barium carbonate. 6,000 tons; Construction Content : Construct one 6,000-ton-per-year high-purity barium carbonate production line, along with one supporting auxiliary building.
II. Overview of Potential Environmental Impacts from the Construction Project
During the project's operation, exhaust gases are treated by environmental protection facilities to meet emission standards, minimizing their impact on air quality. Production wastewater is fully recycled after treatment, with no discharge into external water bodies, thus reducing its impact on surface water. All solid waste generated by the project is either comprehensively utilized or properly managed, ensuring no adverse effects on the environment. Additionally, noise-generating equipment has been equipped with sound insulation and vibration-reduction measures, significantly limiting their impact on the surrounding acoustic environment.
III. Measures and Strategies for Preventing or Mitigating Adverse Environmental Impacts of the Project
1. Atmospheric pollutants
The ammonium-absorbing tank generated by this project Tail Gas, synthetic tank tail gas Through Treatment of washing tanks with dilute nitric acid solution Later, via the rooftop Exhaust stack (Away from the ground) Tall Degree 22 m ) Meeting the standard Emissions , Product crushing dust Through Cyclone Dust Removal + Baghouse Filtration System Subsequently through Roof Exhaust stack (Away from the ground) Tall Degree 22 m ) Achieve standard emissions.
2. Water Pollutants
Washing wastewater from high-purity barium carbonate in this project After being collected in the washing water storage tank Used as make-up water for dissolving barium nitrate in the barium nitrate refining tank. , Wastewater from scrubbing dilute nitric acid solution containing ammonia exhaust gas After being collected in a low-concentration ammonium nitrate temporary storage tank Used as a supplementary solution for the production system's ammonium nitrate. , Floor washing wastewater After being treated by sedimentation in the wastewater collection and sedimentation tank, it is recycled and not discharged externally.
3. Solid Waste
The barium nitrate refining filter cake and ammonium carbamate filter cake generated during the production process of this project are treated for harmlessness using the plant’s existing barium slag detoxification facility. Delivered to the Baifen New Slag Yard for safe storage, and the dust collected by the dust collector is processed into a product for sale. Waste motor oil Collected in dedicated containers, stored temporarily in the hazardous waste storage area, and regularly handed over to a qualified hazardous waste disposal company for proper treatment.
4. Noise
The primary noise sources in this project include equipment such as dehydrators, filter presses, grinders, pelletizers, fans, and cooling towers. After implementing measures like sound insulation and noise reduction for the noisy equipment, installing vibration isolation on their foundations, and equipping exhaust outlets with silencers, the impact on the acoustic environment has been minimized.
IV. Key Points of the Environmental Impact Assessment Conclusion
Once the environmental protection measures outlined in this assessment are fully implemented to address the project's pollutant emissions, the emissions will meet regulatory standards. As a result, the project's completion will not alter the existing environmental quality or its functional levels, while simultaneously achieving a harmonious balance between economic and environmental benefits. Therefore, from an environmental perspective, the project is entirely feasible for implementation.
V. Methods and Deadline for Reviewing the Draft Environmental Impact Report
Within 10 business days after the release of this announcement, the public can download the draft Environmental Impact Assessment Report from Attachment 1 of this notice for review; alternatively, paper copies of the report are available for inspection at the project proponent’s office.
VI. Scope and Key Issues for Public Consultation
Scope: Individuals and organizations directly or indirectly affected by this project, individuals and organizations interested in its construction, as well as relevant experts and related administrative authorities.
Key points: ① Public attitudes toward this project and its proposed site; ② The environmental issues that concern the public most, as well as their views on the potential environmental impacts; ③ Your suggestions and feedback regarding the project’s environmental impact and the proposed mitigation measures.
VII. Methods for Soliciting Public Opinion
This project will gather public input by distributing public opinion survey forms and soliciting feedback online. The online survey form is available for download—please refer to Appendix 2 to complete it.
VIII. Ways and Channels for the Public to Submit Comments
The public can share their feedback with the construction entity by phone or by writing directly to them, or they can send their comments to the email address 348056928@qq.com.
